Data

Classification is the first thing Alice reads and the one thing a requester cannot lower. Nexus classes map to the Alice control-plane levels L1–L4; the sovereignty rule follows from the level.

Rules

L3 and L4 data may never be sent to an external (cloud) model — the kernel's data-sovereignty rule, mirrored by DEMO-POL-001.
Classification is declared by the workflow and can only be escalated by detected signals, never lowered by the requester.
Residency is recorded on every receipt: hospital-controlled infrastructure in Canada, or an external provider.
No prompt, response, or patient content is stored on a receipt; governance metadata only.
